Detection and Laboratory Assessment of Releases of Hazardous Chemical Substances into the Environment Requiring Fire Brigade Chemical Lab Call-out

The diploma thesis is focused on a detection and a laboratory control of hazardous substances’ leak into the environment. These hazardous substances are classified. Further, it aims to chemical laboratories of the fire-brigade of the Czech Republic, as well as which place they hold in the fire-brigade system, and it indicates their main duties. This diploma thesis contains a review of some essential types of devices and mediums, which are in terms of the fire-brigade of the Czech Republic usable to practice the detection, determination and assessment of the hazardous substances in various figures of the environment in terrain, i.e. filling of duties of the chemical survey. The output of this diploma thesis is simulation of leaks of the toluene diisocyanate using ALOHA software, TerEx software and Rozex Alarm software. Further on, the proposal of another methodical sheet focused on leak actions of the concrete hazardous industrial substance – toluene diisocyanate. This methodical sheet could therefore broaden pro tempore elaborated sheets for chlorine and ammonia.
Population Protection against Impacts from Major Chemical Accidents

Population Protection againts Impacts from Major Chemical Accident in recent years is an important area to address. This thesis focuses on the current situation and preventive security measures in protecting the population against the effects of serious chemical accidents. Specifically, it focuses on the Czech Republic and toxic industrial chemicals, explosive and flammable. A detailed analysis of the current situation in the Czech Republic with risk areas relating to chemical industry and hazardous chemicals was worked out. An analysis of the current status of population protection from the effects of serious chemical accidents is prepared. On the basis of the analysis measures are suggested to improve the current situation in accordance with legislation. The work was carried out research on their own knowledge of the population in this in pre-selected location.
Association of Volunteers of Fire-fighters - Element of Integ. Emerg. System

The associations of volunteers of fire-fighters and their fire units are inseparable part of municipals and large industrial enterprises in the Czech Republic. My bachelor thesis concentrates on organization and activity of volunteer fire-fighter associations and voluntary fire units that exist almost in every Czech village. I specify the difference between the terms association of volunteers of fire-fighters and fire units that are established by municipality. I try to compare the competency of voluntary fire-fighters in terms of European Union. I mention the history of voluntary fire-fighters in Bohemia and Moravia in short. I specify the system of fire services in the Czech Republic and the role of voluntary fire units legislatively. Then I focus on voluntary fire units and their activity in the sphere of civil protection. My practical part specializes in voluntary fire units in the region “Vysočina” and district “Havlíčkův Brod” that are predetermined for civil protection. At the end of the thesis I expose the investigations and suggestions.
Value orientation and Moral Responsibility in Corporate Education of the Fire Rescue Service of the Czech Republic

Currently, Corporate education does not only have to be used to transfer know-how, but also to develop the required values and moral principles that help employees to better navigate and succeed in the organizational culture. For the Fire Brigade of the Czech Republic, this coexistence with the internal culture and values of the organisation is essential because it is required of employees and officers not only internally but also by legislative regulations. It is fundamentally linked to the purpose of the service: to protect the lives and health of people, the environment, animals and property from fires and other emergencies and crises. This research paper provides insight into the internal education of the Fire Rescue Service of the Czech Republic and the value setting of the firefighter organizational culture. It aims to map how the value orientation and moral responsibility of officers and employees develop or change and whether these changes are related to the internal education received. Comparison of knowledge of the lay and professional public about the activities of the Fire and Rescue Service of the Czech Republic within the integrated rescue system.

The Fire Brigade of the Czech Republic represents one of the key components of the integrated rescue system. In the Czech Republic, the Fire and Rescue Service is it's main coordinator. It's task is to ensure the coordinated action of the components of the integrated rescue system, both in preparation for emergencies and in the implementation of rescue and liquidation work. Together with other units, it ensures a continuous emergency response, whose task is to receive reports of emergencies, evaluate them and, if necessary, take urgent action when they occur. The aim of this thesis is to quantify the knowledge of the general public about the activities of the Fire Brigade of the Czech Republic within the framework of the integrated rescue system, to quantify the knowledge of the professional public about the activities of the Fire Brigade of the Czech Republic within the integrated rescue system and to make a comparison of both quantifications and to draw recommendations. The research was carried out by means of a quantitative research survey. A non- standardized questionnaire was chosen for the data collection technique. The non- standardized questionnaire was addressed to the general and professional public. The data collection was carried out among the general public in the author's immediate vicinity and among the professional public in the fire stations of the Znojmo Territorial Department, consisting of the Znojmo Fire Station, the Moravský Krumlov Fire Station and the Hrušovany nad Jevišovkou Fire Station. The data sets obtained were investigated using one-dimensional and two-dimensional statistics (non-parametric testing, two- choice parametric testing). The results of the investigation confirmed the hypotheses of research (the knowledge of the lay public has the character of a normal distribution, the knowledge of the experts is very close to the division of Poisson's, there is a statistically significant difference between the knowledge of the lay public and the experts at the level of 0,05). The information obtained identifies shortcomings of the general public in their knowledge of the scope of activities of the Fire Brigade of the Czech Republic within the integrated rescue system. This information can then be used to create information material that will focus on the lack of knowledge of the general public or for further follow-up work and deeper investigation of individual responses.
Impact of the Pandemic on the Workload of Crematoriums in the Czech Republic

The aim of my thesis is to analyze the workload of crematoria in the Czech Republic in a context of increase in the number of deads, in connection with the outbreak of the pandemic. The another related goal, which is addressed in this thesis, is to create a proposal for the procedure for the involvement of the Fire Rescue Service units in the Czech Republic to the redistribution of deceased people within a coordination of the central administrative authorities in the event of a breakdown in working of crematoria in the Czech Republic. In the theoretical part of my thesis, the reader is introduced to the established interdependence of legal regulations dealing with a given issue, presentation of subjects operating in a field of integrated rescue system, crisis management authorities, and subjects dealing with an issue of burying the deads. In the research part of my thesis I evaluate the obtained data of a period, specifically the data of the Czech Statistical Office, the Institute of Health Information and Statistics, and the data of statistically monitored events of the Fire Rescue Service of the Czech Republic. These data were collected during the realization of intervention activities related to the redistribution of the deceased people within the Czech Republic. Based on the results of the regression analysis, my thesis suggests this mentioned model of the involvement of the Fire Rescue Service of the Czech Republic in the redistribution of deceased people as a result of the pandemic. According to the processed results, the capacities of two crematoria were overestimated because of faulty management decisions by their operators due to fear of a possible decrease in contracts.
Anylysis of technical equipment of IRS components

The topic of the diploma thesis is Analysis of technical equipment of IRS units. In the theoretical part of the work, readers can learn what an integrated rescue system is, its structure and its main and other components. For individual components, readers can get acquainted with their history, structure, functioning and, last but not least, with the legislative basis. One goal was chosen in the practical part. Analyzing the state of technical equipment at the main IRS units in the South Bohemian Region. A quantitative method of data collection in the form of a questionnaire survey was used to process the research set, where a questionnaire was created for each main component of the IRS separately. Some questions in the questionnaire survey were then enriched with additional information from the statements of representatives of the IRS. The research sample consisted of 90 respondents and 90 completed questionnaires. Thus, 30 completed questionnaires were collected for each IRS component. The output of the diploma thesis is an overview that shows how the SARS-CoV2 pandemic in the period from January 1st 2021 to January 1st 2022 affected the technical and personnel equipment of the Fire and Rescue Service of the Czech Republic, the Czech Police and the Medical Rescue Service in the South Bohemian Region. The work could serve as a realistic view of managing the SARS-CoV2 pandemic in that period through the "eyes" of IRS members in the South Bohemian Region.

Physical eligibility of applicants for admission to the Fire Brigade of the Czech Republic and the Police of the Czech Republic.

The aim of this work was to assess and evaluate the results of the physical ability of the applicants in the tests for the Fire Rescue Service of the Czech Republic (hereinafter referred to as FRS CR) and the Police of the Czech Republic (hereinafter referred to as the Police). Another goal was to compare the success rate of the physical tests for the FRS CR and the Police. In the theoretical part I analyzed what the whole admission procedure is composed of and what the conditions for admission to the security services are. There are detailed dispositions and conditions of the disciplines for the two tests. To compare the difficulty of the tests in our country and abroad, part of this work is dedicated to the USA disciplines. A form of qualitative research was chosen for the practical part of this work. This research is based on the accomplishment of the individual tests. In order to answer the research question, "What is the success rate of managing physical tests for admission to the employment?" I chose the form of accomplishing the individual disciplines with eleven men up to 21 years of age, who are physically active at least twice a week. These tests were divided into the endurance and strength tests, which we performed at the professional sports facilities as it would be in normal admissions. I evaluated the results according to the tables of the individual security corps legislation. The results have proved that the tests for the FRS CR are more difficult than for the Police of the Czech Republic. I rate the success rate in the tests for the FRS in a negative way, as only 23% of the respondents succeeded. The success rate for the Police tests was higher, in which 64% of the respondents completed the tests successfully. The results of these men also show that the physical ability of current younger generation is at a bad level and people should work on their physical fitness.
